Supervises professional accounting systems analysis work in connection with the review, development, and implementation of large scale and complex computerized and non- automated fiscal control systems.
Essential Job Functions
Administers the formulation, analysis, negotiation, andfinancial administration of departmental operating programbudgets.
Implements departmental expenditure, revenue, and otherfiscal controls, often having significant impact upon hospitaland program operation.
Coordinates the contribution of departmental and facilityfinance and data processing staff and a wide variety ofinformation systems in the measurement, analysis, andreporting of financial performance.
Establishes procedures and controls to ensure compliancewith fiscal guidelines, identifies solutions to deficiencies infinancial operations, and documents the status.
Conducts complex technical studies and responds to inquiries.
Recommends appropriate corrective action and solutions toproblems, and confers with departmental management,outside parties, and other County departments to identify and
communicate fiscal procedural, and system impact, as well asto conduct cost and benefit analyses if needed.
Coordinates the design, organization and maintenance ofhighly complex computerized and non-automated fiscalreporting systems in the control of budget unit financialperformance.
Administers the study and evaluation of departmental fiscalcontrols, accounting practices, and budgetary processesinvolving financial information systems.
Monitors and advises departmental and facility managementon the need and implications of proposed changes in fiscaloperations and financial systems.
Conducts internal reviews, recommends appropriate andcorrective actions, and assist in providing responses toexternal audit findings.
Supervise the review of State and Federal Law affectingrevenue recovery and accounting procedures for specifichealth care programs.
SELECTION REQUIREMENTS :
Bachelor's degree froman accredited* institution with twenty-one (21) semesterunits or thirty-two (32) quarter units of accounting, includingcourses in cost accounting and auditing - AND - One (1) year'sprofessional accounting or auditing experience at the level ofCounty of Los Angeles Class of Senior Accounting SystemsTechnician** .
PHYSICAL CLASS II - Light:
Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

**Experience at the level of Los Angeles County class ofSenior Accounting Systems Technician is defined as: Supervises professional accounting systems analysis work inconnection with the internal audit, development, evaluation,and review of large-scale and complex fiscal control systemsfor State and Federally financed welfare and other programs.
EXAMINATION CONTENT :
This examination will consist of two (2) parts:
Part I: This examination will consist of an evaluation ofexperience based upon application information, weighted at50%.
Part II: An Appraisal of Promotability which will measure theapplicants, knowledge and skills, problem solving, written andoral communication skills, interpersonal effectiveness, andsupervision, weighted at 50%.
Candidates must achieve a passing score of 70%,or above on each weighted part of the
examination in order to be placed on the eligibleregister.
ELIGIBILITY INFORMATION :
Applications will be processed on an "as-received" basis, and those receiving a passing score will be promulgated to the eligible register accordingly.
The names of candidates receiving a passing score in the examination will be added to the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.
NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.
SPECIAL INFORMATION :
Appointees may be required to work any shift includingevenings, nights, weekends, and holidays.
