- Unclassified employees who have attained permanent County status on a classified position by successful completion of the initial probationary period, with no break inservice since leaving the classified service.
- Full-time employees in the unclassified service with at least six months of full-time experience in the unclassified service at the time of filing.
Plans, organizes, implements and maintains the effective operation of a variety of administrative programs for a large in-hospital clinical laboratory.
Essential Job Functions
Plans, organizes, and administers, in a large in-hospital clinical laboratory, an effective program for the recruitment, selection, and retention of clinical laboratory scientists and auxiliary laboratory personnel.
Exercises second-level supervisory authority in administrative matters over multiple supervisors of medical technology and/or technical or auxiliary laboratory services on all shifts in a hospital operation.
Plans and conducts formal and informal training sessions, and counsels and evaluates the performance of all first-line supervisors as to their effectiveness in carrying out the laboratory organization's administrative policies and programs.
Assists a chief pathologist in the development, modification, and implementation of administrative policies and procedures necessary for efficient laboratory operations in a large acute general hospital and the establishment of uniform standards and other criteria according to which performance can be evaluated.
Represents the laboratory to other hospital disciplines and staff services to coordinate efforts directed both to the management of patient care and such administrative matters as arrangements for laboratory space, the purchase of new equipment, materials, and supplies, and inventory control.
Plans, organizes and conducts or supervises the conduct of programs designed to educate hospital staff members in a large acute general hospital about laboratory policies, procedures, and general operations.
Oversees one or more Clinical Laboratory Scientist Supervisors in the conduct of a medical technology training program and actively participates in the recruitment and selection of students and the evaluation of their progress.
Requirements SELECTION REQUIREMENTS:
Two years ofexperience as a Supervising Clinical Laboratory Scientist I*, a Supervising Clinical Laboratory Scientist II**, or the equivalent in an approved laboratory***.LICENSE:
Clinical Laboratory Scientist license issued by the California State Department of Health Services.PHYSICAL CLASS: - Light II
: Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.SPECIAL REQUIREMENTINFORMATION:
Experience as a Supervising Clinical Laboratory Scientist I in the County of Los Angeles is defined as: providing technical and administrativesupervision for a single shift of an in-hospital or ambulatory care facility clinical laboratory performing standardized tests within a specialty or across specialty lines.
**Experience as a Supervising Clinical Laboratory Scientist II in the County of Los Angeles is defined as: exercising technical and administrative supervision over a single clinical laboratory unit operating three shifts as a day, or two or more clinical laboratory units operating on a single shift.
***An approved laboratory is defined as: a clinical laboratory that has a federal issued Clinical Laboratory Improvement Amendment Laboratory Certificate of Accreditation that authorizesthe laboratoryto accept human specimens for the purpose of performing laboratory examinations, and is accredited by the College of American Pathologists (CAP) or Joint Commission on Accreditation of Healthcare Organizations (JCAHO)
Additional Information EXAMINATION CONTENT:
This examination will consist of two parts:Part I -
An evaluation of experiencebased upon application information weighted 60%.Part II -
An Appraisal ofPromotabilitywhich will evaluate Knowledge and Skills, Adaptability, Dependability, Oral and Written Communication, and Supervision weighted 40%.Candidates must achieve a passing score of 70% or higher on each weighted part of this examination in order to be added to the eligibleregister for this examination.ELIGIBILITY INFORMATION:
The names of candidates receiving a passing grade in the examination will be placed on the eligibleregister in the order of their score group for a period of twelve (12) months following the date of promulgation.VACANCY INFORMATION:
