There is one (1) full-time Utilities SCADA Coordinatorvacancy in the Utilities Department. The eligibility list established from this recruitment may be used to fill future vacancies as they occur. Currently our job specification is under review.

DEFINITION: To operate and maintain, the City's automated systems that control water pumping stations, reservoirs, wells, treatment facilities and waste water lift stations; perform duties to operate, maintain and enhance the Supervisory Control and Data Acquisition (SCADA) hardware and software system; and to assist the water production operators in operations and maintenance of the water system and assist the waste water division in operations and maintenance of the waste water system.

SUPERVISION RECEIVED AND EXERCISED: Receives general supervision from a Utilities Supervisor. Exercises functional and technical supervision over assigned maintenance personnel.
Essential Duties
The following essential functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those below, to address business needs and changing business practices:
  • Setup, operate, and maintain computer hardware used for the SCADA system; including rack mount computers, desktop computers, laptops, modems, communications hardware, and networking equipment;
  • Perform SCADA system software configuration, setup and maintenancefor the following: Wonderware HMI software, Wonderware InSql software, Wonderware I/O server software, Allen Bradley PLC and Panel view software, Bristol Babcock RTU software, TeleDAC alarm system software, MDS radio configuration, Microsoft office software, Win 911, Xetawave radio configuration, and Windows 2012 R2 server;
  • Perform PLC programming enhancements, troubleshooting, and repairs; oversee PLC work completed by contractors;
  • Perform configuration, setup, calibration and maintenance of chemical injection equipment, and electronic equipment used for flow and pressure indication; and pump station control panels including VFD drives and soft-start drives;
  • Operate, test, maintain and repair pumps, telemetry systems, valves, meters, gauges, and electrical and gas water-pumping equipment;
  • Assist in the planning, scheduling, and evaluating of projects and maintenance programs including staffing, equipment and time requirements; maintain staffing and expenditures for each facility and project;
  • Determine work project priorities with regard to outside emergencies and interests;
  • Consult and assist the Utilities Supervisor on matters related to personnel, budget, equipment, materials, and work practices;
  • Conduct safety and training programs;
  • Investigates and report complaints, system problems, safety situations, and use of equipment and materials;
  • Follow up on work assignments to resolve problems and assure timely completion of assignments;
  • Regularly and predictably attend work; and
  • Perform related duties as assigned.

To perform this job successfully, an individual must be able to perform each essential function. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Knowledge of:

Integration and operation of SCADA system components for water and waste water systems;

Principles, practices and methods related to maintenance and troubleshooting of SCADA equipment and electronic components; such as computers, software, communication equipment, logic controllers, transmitters, and pump station control equipment;

Windows 2012 R2 server and various data acquisition software;

Basic water and wastewater control systems for wells, pump stations, reservoirs, lift stations, and treatment facilities;

Chlorination and chloramination for disinfecting potable water;

Water hydraulics for systems with varying elevations and needs;

Safe work practices while working on electrical components and chemical equipment; and

Materials, methods, practices and equipment used in water and wastewater systems operations, construction, maintenance and repair activities.

Ability to:

Troubleshoot SCADA hardware and software problems and related electrical control panels for pumping facilities, wells, reservoirs, and treatment facilities;

Perform semi-skilled maintenance, construction and repair work in the area of work assigned;

Operate a variety of vehicular and stationary mechanical equipment in a safe and effective manner in routine situations;

Work independently in the absence of supervision;

Work overtime hours and/or serve stand-by duty;

Be available to respond to after-hours emergency call-outs;

Interpret and work from sketches, penciled layouts, line diagrams/drawings and blueprints and prepare plans for minor projects;

Maintain records and make reports;

Supervise and train assigned staff including contractors;

Communicate clearly and concisely, both orally and in writing;

Regularly and predictably attend work;

Follow directions from a supervisor;

Understand and follow posted work rules and procedures;

Accept constructivecriticism; and

Establish and maintain cooperative working relationships with those contacted in the course of work.


Work is performed in a variety of environmental conditions, with exposure to outdoor temperatures and inclement weather, equipment noise, smoke, fumes, vibrations, chemicals, solvents, odors, dust, and water/moisture; work is also performed with live electricity. Work may be performed in a confined space. Duties require the ability to stand or walk on hard surfaces for frequent and prolonged periods of time; climb stairs and ladders, frequent bending, stooping, reaching, and safe lifting, carrying and/or moving of moderately heavy objects, up to 50 pounds in weight. Must be able to see and hear in normal range with or without correction, and communicate verbally and in writing.
Experience & Education and License/Certificate
A combination of experience and education that would likely provide the required knowledge and abilities may be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Three years' experience working with SCADA system hardware and software configuration and maintenance; including two years' experience in the fundamentals of networking, IP routing and switching.

Education: High School Diploma or equivalent. College level coursework in water utility science or computer science technology is desirable.

License/Certificate: Possession of a valid Class "C" Driver's License.

Possession of a Grade 2 Electrical/Instrumentation Technologist Certificate issued by the California Water Environment Association (CWEA).

Possession of a Control System Technician (CCST) Certificate issued by the International Society of Automation (ISA) is highly desirable.

Possession of a Grade 1 Water Distribution Certificate issued by the State Water Resources Control Board (SWRCB) within twelve months of hire.

Possession of training and/or certifications in the following areas is desired: Wonderware Intouch, Wonderware InSql, Wonderware System Platform, Allen Bradley RS Logix 500, Bristol Babcock Accol, Microsoft Windows 2000, XP or Server.
