DEFINITION:
Under immediate supervision, assists in Countywide disaster and emergency management planning, response and recovery work.

CLASSIFICATION STANDARDS:

Positions allocable to this class are restricted to the Chief Executive Office and assist in the planning, coordination, and control in the areas of Countywide emergency management, disaster preparedness, community disaster planning, recovery operations, disaster cost recovery, logistics, disaster and homeland security grant administration, mass care, and disaster and emergency response training. Incumbents research and complete technical and analytical assignments in disaster and emergency planning and serve on a rotational basis as a Duty Officer responsible for coordinating and monitoring the County's response to any emergency or disaster that impacts the Los Angeles County Operational Area.

Incumbents in these positions require a working knowledge of the principles, practices, purposes, and techniques of emergency planning and disaster response; geographic and demographic characteristics of the Southern California region; logistics and operations planning methods to coordinate and evaluate service delivery of emergency personnel and materials; and training techniques and development of emergency services personnel.

Essential Job Functions

Assists in the research, development, analysis, and maintenance of emergency and disaster plans, policies, and procedures.

Assists in the planning, designing, and executing of disaster and emergency response and recovery exercises and training.

Assists in recommending the utilization of emergency response personnel, equipment, and supplies during emergencies.

Assists in coordinating the response to active emergencies and disasters from the County Emergency Operations Center or a Field Incident Command Post.

Develops and writes reports and correspondence; and maintains and provides disaster and emergency information to representatives of government agencies, community groups, business organizations, and the public.

Develops and prepares emergency information sheets, brochures, procedures manuals, and checklists.

Assists and advises schools, industry groups, the public, and various groups in disaster preparedness efforts and ensures readiness of emergency operations personnel, facilities, and equipment.

Communicates verbally, in writing, or through graphic representations with County management, staff, the public, organized groups, and representatives of various agencies.

Participates in emergency exercises and assists in training emergency services workers.

Operates emergency equipment communications systems and coordinates emergency response materials and personnel.

Serves on a rotational basis as a Duty Officer responsible for coordinating and monitoring the County's response to any emergency or disaster that impacts the Los Angeles County Operational Area.

Moves supplies and equipment to facilitate information, disaster preparedness, and disaster recovery efforts. May also walk or climb over uneven surfaces to assess damage after a disaster.

Requirements
MINIMUM REQUIREMENTS:
Option 1: Graduation from an accredited college with a Master's degree in Homeland Security or Emergency Management.

Option 2: Graduation from an accredited college with a Bachelor's degree -AND- Two years of experience providing technical staff support assisting with technical and administrative tasks related to an emergency management, emergency response, disaster recovery or disaster preparedness program.

Option 3: Five years of experience providing technical staff support assisting with technical and administrative tasks related to an emergency management, emergency response, disaster recovery or disaster preparedness program, three years of which must have been at the level of Program Specialist I, CEO or higher.

SPECIAL REQUIREMENT INFORMATION
*Experience at the level of County of Los Angeles class of Program Specialist I, CEO provides professional services to operating departments regarding administration of specialized Countywide programs, under immediate supervision.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:
2 - Light. Involves light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

EXAMINATION CONTENT :
This examination will consist of two (2) parts:

Part I: A multiple choice test weighted at 60% covering Deductive Reasoning, Professional Potential, Achievement, Influence, Independence, Confidence and Optimism, and Reliability.

MULTIPLE CHOICE TESTS ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

Only applicants who achieve a passing score of 70% or higher on the multiple choice test will proceed to Part II of the examination.

Part II: An Evaluation of Training and Experience weighted at 40% covering Professional Technical Knowledge of Disaster and Emergency Preparedness, Resources, and Emergency Management Techniques.

Applicants must meet the Minimum Requirements and achieve a passing score of 70% or higher on each weighted part of the examination in order to be placed on the register.

Notice of Non-Acceptance and Final Result letters will be mailed via USPS. Test scores cannot be given over the telephone.

TRANSFER OF SCORES :
Applicants that have taken identical tests for other exams within the last twelve (12) months will have their scores for the identical test part(s) automatically transferred to this examination.

The examination contains test parts that may be used in the future for new examinations. Your scores will be transferred to the new examination and you may not be allowed to re-take any identical test parts for at least 12 months.

ELIGIBILITY INFORMATION :
The names of candidates receiving a passing grade in the examination will be placed on the eligibleregister for a period of6 months following the date of promulgation.
