DEFINITION :
Participates in an intensive training program in basic fire fighting, emergency medical treatment, and peace officer responsibilities.

CLASSIFICATION STANDARDS :

Positions in this class are allocable only to the Fire Department. Incumbents participate in a basic emergency medical services and fire fighting training program involving both field and classroom instruction prior to appointment as a Fire Fighter. They must have the mental ability to assimilate classroom instructions and the physical skill, stamina, coordination to become proficient in all fire fighting and rescue techniques and the physical ability to provide quality care to people in need due to emergencies involving medical issues, fire suppression, and other emergency and non-emergency situations.

Essential Job Functions
  • Under close supervision, participates in a fire fighting training course.
  • Through classroom and field training, learns proper fire fighting techniques and procedures for fighting structural, watershed, chemical, petroleum, electrical and other fires.
  • Receives instructions and participates in field training to learn proper procedures and acquire proficiency in the rescue or evacuation of persons endangered by fire or disaster in the provision of emergency medical care.
  • Receives instructions in pre-fire plan inspection and enforcement of the Fire Code.
  • Receives instructions and learns the proper care and operation of all fire-suppression apparatus.
  • Works in a team environment while providing patient and compassionate care to member of the public in emergency and non-emergency conditions.

Requirements

SELECTION REQUIREMENTS :

1. A California Class C driver license;*
2.Graduation from high school, its equivalent** or higher from an accredited college or university;***
3.Acurrent and valid Candidate Physical Ability Test (CPAT) certificate;**** and
4. Avalid non-probationary Emergency Medical Technician (EMT) certification that must remain valid for six (6) months beyond the date of appointment.*****

*A California Class C driver license is requiredbefore being appointed.Successful candidates for this position will be required to obtain and present a copy of his/her driving record from the California Department of Motor Vehicles before being appointed. License must not be suspended, restricted or revoked. ANY CANDIDATE WHOSE DRIVING RECORD SHOWS FOUR OR MORE MOVING VIOLATIONS WITHIN THE LAST TWO YEARS WILL NOT BE APPOINTED.

**A copy of a high school diploma, its equivalent, or a higher degree from an accreditedcollege or university institution. Graduation from an accredited U.S. high school or equivalent U.S. high school proficiency or higher education.Evidence of equivalent high school proficiency includes having passed the GED, TASC, HiSET, or CHSPE. Accredited high schools are those accredited by certifying organizations recognized by the United States Department of Education, and include accredited public and non-public high schools in the United States and accredited United States Department of Defense high schools.

***Accredited institutions are those listed in the publications of regional, national or international accrediting agencies, which are accepted by the Department of Human Resources. Publications such as American Universities and Colleges and International Handbook of Universities are acceptable references. Also acceptable, if appropriate, are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators, Inc. (AICE).

****A Candidate Physical Ability Test (CPAT) is a timed test that measures performance on physical tasks simulating actual job duties on the fire ground. To see a current schedule and register online: FCTConline.org . Itis the candidate's responsibility to maintain a current and valid CPAT certification that remains valid until final appointment. CPAT certification is valid for twelve (12) months from the effective date.

*****One of following non-probationary EMT certification(s)/licensemust remain current and valid for six (6) months beyond the date of appointment.
A :EMTorAdvanced EMTcertification issued by an approved California certifying agency/entity.
OR
B :EMT, Advanced EMT, or Paramediccertification issued by the National Registry of Emergency Medical Techniciansand a current CPR cardequivalent to American Heart Association or Red Cross Basic Life Support (online CPR courses are not accepted).
OR
C :EMT Paramedic Licenseissued by the California Emergency Medical Services Authority.
It is the candidate's responsibility to maintain one of the above listed non-probationary certification(s)/license current and valid for six (6) months beyond the date of appointment. Applicants who do nothave one of theEMT certificate(s)/license listed above, butare currently enrolled in a program that will result in obtaining one of the required EMT certification(s)/license, may apply to this examination; however applicants will be withheld from the eligibility list until an official copy of valid EMT certificate(s)/license is submitted. Applicants must provide proof of enrollment in a program that will result in obtaining one of the required EMT certificate(s)/licenseandmust include verification thatEMT certification(s)/license will be obtained no later than December 30, 2019.

NOTE: ALL LICENSE(S); DIPLOMA, ITS EQUIVALENT, OR A HIGHER DEGREE; CERTIFICATE(S); AND IF APPLICABLE, PROOFOF ENROLLMENT AND VERIFICATION THAT EMTCERTIFICATION(S)/LICENSEWILL BE OBTAINED NO LATER THAN DECEMBER 30, 2019, MUST BE PROVIDED WITH YOUR APPLICATION AT THE TIME OF FILING, OR WITHIN FIFTEEN (15) CALENDAR DAYS OF SUBMITTING YOUR ONLINE APPLICATION.

SUPPLEMENTAL QUESTIONNAIRE :
As part of this application process, applicants are required to complete a supplemental questionnaire to document specific education and work experience. Applicants who fail to meet the Selection Requirements will be disqualified.

PHYSICAL CLASS :
Physical Class IV - Arduous: Involves frequent heavy lifting over 25 pounds, often combined with bending, twisting, or working on irregular surfaces, and occasionally requires extraordinary physical activity.

PHYSICAL REQUIREMENTS :
Applicants must be in good general physical condition, free from any medical condition that would interfere with the satisfactory performance of the duties of this position.

Vision:
(1) Acuity - At least 20/70 in each eye without correction, correctable to 20/30 in each eye.
(2) Color perception - Anything other than minor hue impairment is disqualifying.

Hearing:
There may be no greater than a 25 Db loss in the better ear as averaged over the test frequencies of 500, 1000, 2000, and 3000 Hz. There may not be a peak loss at any of the test frequencies greater than

30 Db at 500 Hz
30 Db at 1000 Hz
40 Db at 2000 Hz
40 Db at 3000 Hz

There may be no greater than a 35 Db loss in the worse ear as averaged over the test frequencies, and no peak loss greater than 45 Db at any of the test frequencies.
In the case of a questionable, unusual, or borderline hearing loss, the applicant's record will be reviewed by the Occupational Health Service consultant in otolaryngology who will make a recommendation as to the applicant's employability, and forward it to the Medical Director for final disposition.

DESIRABLE QUALIFICATION :
California Fire Fighter I or Fire Fighter II Certificate indicating successful completion of a Fire Academy that meets the State of California Fire Service Training and Education System's Fire Fighter I and Fire Fighter II certification standards or equivalent.

  • AFire Fighter Trainee must successfully complete and graduate from the County of Los Angeles Fire Department Academyto be appointed as a Fire Fighter.

EXAMINATION CONTENT :
You must have satisfied the Selection Requirements to participate in the examination. Examination administration details will be contained in the test invitation letter sent to qualified candidates. Test invitation letters will be sent out to qualified candidates via email.

All candidates that meet the Selection Requirements will be invited to take Part I and Part II of the examination. However, only those candidates that achieve a passing score of 70% or higher on Part I will have Part II of the examination scored.

All tests contained in Part I and Part II of the examination may be administered in any order and on the same day.

Part I: Candidates will be required to take an in-person, proctored multiple-choice test measuring conscientiousness, managing work pressure, getting along with others and trustworthiness. Part I is weighted at 70%.

Part II: Candidates will be required to take an in-person, multiple-choice test measuring mechanical comprehension, reading comprehension, report interpretation and written expression. Part II is weighted at 30%.

Only those candidates with a score of 70% or higher on each part of the written test will be placed on the eligible list.

Notice of Non-Acceptance and Final Results letters will be sent via U.S. mail.

TEST SCORES CANNOT BE GIVEN OVER THE PHONE.

MULTIPLE CHOICE TESTS ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

TRANSFER OF SCORES :
  • Applicants who have taken identical test parts for other exams (Fire Fighter Trainee/Paramedic) within the last twelve (12) months will have their scores for the identical test part(s) automatically transferred to this examination.
  • This examination contains test parts that may be used in the future for new examinations. Upon acceptance of your application, your scores may be transferred to the new examination and you may not be allowed to retake any identical test part(s) for at least twelve (12) months.

BACKGROUND CHECK AND MEDICAL EXAMINATION INFORMATION :
The County of Los Angeles is a Fair Chance employer. ELIGIBILITY INFORMATION :
The names of candidates receiving a passing score on the examination will be placed on the eligible list for a period of twelve (12) months following the date of promulgation. Candidates will not be placed on the eligible list if they:
  • Do not meet all requirements listed in the Selection and Physical Requirements sections.
  • Do not appear for and pass all test parts listed in the Examination Content section.


As a result of a special study conducted in accordance with Civil Service Rule 11.01(D), successful candidates shall be assembled into separate groups as follows:

Group V: 101% to 110%
Group 1: 90% to 100%
Group 2: 80% to 89%
Group 3: 70% to 79%

NO PERSON MAY COMPETE FOR THIS EXAMINATION MORE THAN ONCE EVERY 12 MONTHS.
