ABOUT THE POSITION
 

The Public Works Engineering Division is comprised of three engineering sections overseen by the City Engineer; the Transportation Engineering Section, the Capital Improvement Program (CIP) Section, and the Land Development Section.  The City of Gilroy is currently recruiting for two full-time Engineers at the I or II level depending on qualifications and experience.  One engineering position will be in the CIP Section and one engineering position will be in the Land Development Section of the Public Works Engineering Division.

 

The Land Development Engineer will assist in the review and processing of: land development projects, plans for conformance to City standards and policies, storm water management plans with City consultants, preparation of City plan check comments, and construction material submittals. The Engineer will engage with developers and construction inspectors to track project review and approval schedules, and provide coordination with City master plan utility consultants. 

 

The CIP Engineer will assist in the preparation of plans, specificifications and engineering estimates for Capital Improvement Projects, prepare request for proposal/qualifications and contracts in conformance with the City’s Purchasing Policy, project manage consultant led project and inspection teams and assist the Senior Engineer with project budgeting and grant writing.

 

The goal of the Public Works Department/Engineering Division is to promote a better quality of life for those who live, work, and visit the City of Gilroy, accomplished through the provision of efficient engineering services and by orderly growth and development. To support the community’s health and safety, design and construction of high quality and sustainable transportation, utilities, public facilities, and park infrastructure, and provision of quality maintenance services is performed in accordance with state and federal statutes and best practices by the City's water, waste water, streets, and landscaping divisions.




GENERAL DESCRIPTION
 
Under direct supervision of the Senior Civil Engineer, performs professional or sub professional engineering work in the field and office involving the design, investigation, development and construction of a wide variety of public works facilities, and engineering projects.

  • Have experience reading plans and specifications; capital project delivery; project management experience.

1st YEAR KEY PROJECTS AND ACTIVITIES – LAND DEVELOPMENT ENGINEER

 

  1. Assist in the review of private land development projects from planning stage to construction stage.
  2. Assist in the review of architectural and site development review projects.
  3. Confirm projects are in compliance with City Storm, Sewer and Traffic Master Plan guidelines.
  4. Preparation of project conditions of approval.
  5. Prepare project impact fee calculations, and various developer agreements.
  6. Assist the City Engineer and/or Senior Civil Engineers with review of other high priority projects.

1ST YEAR KEY PROJECT AND ACTIVITIES – CIP ENGINEER

  1. Preparation of Request for Proposals.
  2. Preparation of consulant contracts.
  3. Project administration of Capital Improvement Projects from planning through construction.
  4. Preparation of project schedules and budgets.
  5. Preparation of grant applications for capital project funding.

Job Description

EXAMPLES OF DUTIES – ENGINEER I
 

  • Perform professional engineering work relating to civil, structural, geotechnical, environmental or traffic engineering activities which may involve the review of plans and specifications of buildings, structures or utilities systems for compliance with applicable state and federal regulations and codes, accepted engineering practices and City standards.
  • Assist in biding, advertising, managing, inspecting, preparing contracts, Notice of Award, Notice to Proceed, Notice of Completion, and other contract administration tasks. Works with consultants, contractors and developers performing all types of construction management activities and inspection to ensure construction practices are in compliance with applicable codes and City standards.
  • Review the work of consultants including development improvement plans, maps, land subdivisions and certificates for conformance with the Subdivision Map Act, design integrity, City standards, and City codes.  Prepare development agreements, fee schedules, cost estimates and reimbursements.
  • Assist in developing bi-annual Public Works Department budget and participate in all types of engineering studies requiring the gathering and analysis of data and preparation of comprehensive water, wastewater, drainage, wastewater treatment and transportation reports. Prepare recommendations and comprehensive reports.
  • Maintain good public relations, receiving and answering public requests and concerns, providing assistance at the counter and assisting other departments with a variety of needs.
  • Participate in related training programs.
  • Perform other projects as assigned and related duties as required with a team of professional and pre-professional and technical engineering staff in carrying out the functions of assigned work unit.

  • Assist in the evaluation, selection, and supervision of professional consultants.
  • Prepare and present agenda items to the City Council

Job Requirements

QUALIFICATIONS – ENGINEER I
 

  • Graduation from an accredited college or university with a Bachelor's degree in Engineering and one year of responsible civil engineering experience or a related internship (paid or unpaid).
  • Possess an Engineer-in-Training (EIT) Certificate or obtain certification issued by the State of California within one year or before end of probation period whichever occurs first. (Note: Preference may be given to candidates who already possess the CA EIT certification)
  • Willing to continue education and training, expand skills, attend seminars and workshops.
  • Possess and maintain a valid California Driver's License and a safe driving record necessary to operate assigned vehicle(s).
  • Pass a post-offer medical examination, which includes a drug test.
  • Pass a background check which includes a Department of Justice criminal record check for employment.
  • Prefer non-tobacco user


QUALIFICATIONS – ENGINEER II:
(Includes qualifications listed above for Engineer I with the following differences):
 

  • Graduation from an accredited college or university with a Bachelor's degree in Engineering.
  • Four years of progressively responsible engineering experience in work equivalent to that performed by an Engineer I.
  • Valid registration as a Professional Engineer (P.E.) issued by the State of California at time of application.
