The Los Angeles County Department of Health Services (DHS) is the second largest health system in the nation, providing compassionate, quality care through its integrated system of hospitals and community-based clinics. Management Appraisal of Performance Plan (MAPP) :
This position is subject to the provision of the Management Appraisal of Performance Plan (MAPP). Initial salary placement and subsequent salary adjustments will be made in accordance with (MAPP) guidelines and regulations.

Manages a major section in the planning, development, coordination, implementation, and administration of departmental strategic health care program initiatives and projects.

The Enterprise Health Information Management Director (EHIMD) will provide oversight to the Department of Health Services (DHS) facility HIM Directors.
Essential Job Functions
Provides leadership to heads of Health Information Management at all hospitals, comprehensive health centers, and outpatient centers in DHS, to ensure the appropriate level and quality of medical record coding is performed.

Provides leadership and management of several ongoing projects that are critical to the strategic direction of DHS,such as improvement in inpatient and outpatient services and inpatient and outpatient coding needed to support financial reimbursement and quality reporting.

Develops and monitors the policies, procedures, and performance standards for all DHS EHIM-related functions, ensuring EHIMstaff are working as effectively as possible.

Provides critical input and assistance toclassification/compensationdue to the ongoing evaluation of the EHIMclassifications at DHS facilities including refreshing training and certification requirements, staffing ratios and performance expectations.

Conducts program planning anddevelopmentwhile establishing goals and objective for the program, which includes defining quality standards anddevelopingwork plans for meeting program deliverables.

Supervises the director of Enterprise Master Patient Index (EMPI) to ensure that records are appropriately reviewed to resolve, merge and duplication issues.

Plans and directs the Release of Information operation to ensure that all medical records are appropriately handled and stored in compliance with applicable privacy laws.

Manages development, administration and coordination of the budget and recommends allocation of funds.

Responsible for the development of the design and implementation of monitoring systems, quality assurance and project evaluation activities, including measurements of patient outcome, cost effectiveness and health-system impact.

Plans, organizes anddirectsthe work of EHIMadministrative staff.

Ensures DHS EHIMpolicy, procedures, protocols and workflows are in compliance.

Certification as a Registered Health Information Administrator(RHIA)* issued by the American Health Information Management Association (AHIMA)


Five (5)years of progressively responsible**staff capacity*** experience in an Enterprise Health Information Management (EHIM) divisionanalyzing, evaluating, coordinating and making recommendations for a varietyhealth care programs in a large integrated health care delivery system****, of which two (2) years must have included supervisory***** experience at the level of Los Angeles County's class of Senior Staff Analyst, Health******, Assistant Hospital Administrator IV****** or higher.

A valid California Class "C" Driver's License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping, or squatting. Considerable walking may be involved.

  • A Master's degree* or higher from an accredited college or university in Business, Business Administration, Health Care Administration, Public Health, or Public Health Administration.
  • Knowledge of The Joint Commission and Title 22 standards as it relates to Enterprise Health Information Management.

****A a large integrated health care delivery system is defined as a major division within a 200+ bed hospital.

*****Supervisory is defined as has full supervisory responsibility including planning, assigning, scheduling, hiring, rating performance evaluations, disciplining, and counseling employees. Provides day-to-day technical and administrative supervision to subordinate staff.

******Experience at the level of the Los Angeles County's classes listed in the Requirements is defined as follows:

Senior Staff Analyst, Health: Supervises a team of analysts providing technical and consultative service to management in major health service areas.

Assistant Hospital Administrator IV: Assists in the administration of a large hospital, by managing and coordinating the supporting services for patient care programs of a major area of the hospital.

Additional Information
This examination will consist of two (2) parts:

PART I :An evaluation of your education, training, knowledge and experience in the relevant technical field, and desirable qualifications based on your application information and supplemental questionnaire weighted 40%.

Only those candidates that achieve a passing score of 70% or higher in Part I will be invited to Part II.

PART II :An in-person interview designed to evaluate your Job Preparation, Interpersonal and Verbal Communication Skills,Analytical and Decision-making Ability, Work Skills, Adaptability, Dependability and Ethics, Leadership, and general ability to perform the duties of the position weighted 60%.

Candidates must achieve a passing score of 70%or higher on each weighted part of this examination in order to be added on the eligible register.

The names of candidates receiving a passing score in the examination will be added to the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.

No person may compete in this examination more than once every twelve (12) months.

Appointees may be required to work any shift, including evenings, nights, weekends, and holidays.
